Server JAR developer

Hello,

I'm looking to find a JAVA developer that would be willing to custom code a jar file for a minecraft server for me.

I don't know if this would actually be possible but I'm looking for someone to make a server JAR file, that when the server is run off of it will create a full server setup for them without having to do anything apart from run the JAR file.

I am willing to obviously pay and would prefer multiple and more than just one.

I was wondering if the easy way to do this was to use packages inside of the JAR to download the files from some kind of cloud based server or something?

EDIT: This doesn't have to be a JAR file, it could be a simple file of any kind that I can run that will download the files. One condition is that it needs to be able to be run from the Pterodactyl Panel (Linux)
