Server Lag Reduction

I have no idea if this is the right forum for this don't kill me for it.

My server is running at a very high CPU rate and has been crashing from lag with minimal plaers online somehow. I've had some players tell me that their island's farms have stayed loaded while they're offline and no one is on the island - I'd appreciate someone to have a look at why this lag is happening and potentially how to make sure none of the chunks are working while there's no one in them etc.

I am paying for this although I don't know how much it's worth.
