I'm sorry today but getting a hand drawn logo with decent quality for 15 usd is very unlikely.. How come it's so low?

It's at a low cost due to purchasing a web developer to do my website
If anything, i'd get contacts and wait till I get paid and purchase a nice drawn logo. But if anyone could work with my budget it would be much appreciated.
