Server Optimization

Hello, we are currently looking for an experienced dev to come and help optimize our server, and help with a few issues. We are currently experience TPS losses as bad as 12-13 along with occasional server crashes. We average 70-80 players peaking at 130. Our current plan contains 16gb and 10 cores, I will link pictures of the plan below. We are looking for someone to come in and help troubleshoot lag, and offer possible solutions. Finally we would like someone who can share advise as far as protection against players using vpn's, and trying to crash the server with redstone. The server is 1.17 survival, and has about 20 plugins.

I'd advise a new one, as most of the people you're looking for probably don't check here, although some developers may also know how to optimise.
