Tps is 13-15 when it shows the messages but it comes back up to 20 then suddenly drops to 9, basically its all over the place... I've noticed it drops a bit when a player joins.

Possible memory leak? Try disabling plugins all or one by one?

This is a common issue with any version above 1.12.2. 1.14 especially is very unoptimized. You will see these messages on world generation e.g going into the nether. When a new player joins as you said. And just from time to time for no apparent reason. If you are using shared hosting the problem tends to be worse.

Yeah it is using more ram than any of my previous servers i just thought its 1.14 being the way it is. I'll check the plugins and going from past experience I'll be starting with mcmmo

Its a root machine thats whats bugging me. If it were a shared host i wouldn't even try to find another explanation. I just allocated 8 more gb of ram to it which should be more than enough for the current playerbase

See I am now tilted. I tried (for the sake of this discussion) host 'x' and I had this problem in 1.13/14, then I switched to host 'y' and I lost this problem. I do believe it is the recent and unoptimised versions of minecraft. I would suggest using 1.8.8 or something because ViaVersion :)

Been an ongoing problem with later versions of Minecraft bro, they’re causing nothing but headaches. Performance wise you should try to avoid them.

As many others will/have suggested. Load your version to 1.1.8 and use a ViaVersion plugin so that users can connect on all versions!

Hopefully you see a lot better performance on your server :)

Are you sure your server is able to access the full memory? It might be limited to only a few gigabytes.
