For me it depends on the size of the server and if the server is making a lot of money. Small servers can be un paid staff, but for bigger profitable servers there should be payed staff, Moderator+, even sometimes lower ranked staff just at a lower rate. You can't expect people to do work for you while you sit back and gather a ton of profit.

The decision is ultimately up to you. Paying your staff doesn't always translate to good service, and not paying them doesn't always translate to bad service.

Positions like helpers and moderators aren't typically paid positions. However higher positions such as administrators, managers, etc who actually treat their position as a job and work hard will definitely expect to be paid (with some exceptions of course)

If you want super high quality and hard working people for all staff positions (including helpers and moderators), you can seek out the best in the business, people who have a ton of experience and are good at what they do. Those people would (typically) expect to be paid.

It really depends on a lot of things, but if I'm being completely honest the majority of the Minecraft player community would happily be staff on a server for free (and many would actually do a good job as well)
