Server restart when one faction/player is in GMS

Looking for a simple and cheap plugin that does the following tasks when one faction/player is alive. I'm using HCFactions 0.0.9 by drtshock and milkywayz.

Announces in chat "[faction_name]/[player_name] WON!" every second for [x] seconds. It should announce for 10 seconds when its a faction and announce for 5 seconds when it's a player.

Once the announcing is done, the server should be restarted. This should ONLY happen if a faction is alive! NOT a player!

There should be a listener to check every few seconds to check if there's only one faction/player in survival. Since being "alive" on my gamemode is being in GMS, it should just check every few seconds to see if there's a faction with all their players in GMS. It should be the same for the player mode but instead of factions in GMS, one player in GMS.

EDIT: I also want the commands /f create, /f join, /f disband, /f leave, /f kick and /f tag to be disabled while in faction mode and one or more players are in survival.

You can either make one plugin for the faction mode and one plugin for the player mode or make one plugin with a switch to toggle.

The Kohi SG plugin should have it built in...[DOUBLEPOST=1488983989][/DOUBLEPOST]Not to mention you put in HCFactions, and faction_name so I assumed you should specify in the thread.

It's because I'm making a Kohi SG gamemode but with small factions and HCF kits.
