Server Setup -- ExtremelyHardSurvival Server {$}

I've been searching for a super hard vanilla Minecraft survival server for the more hardcore players in all of us but I haven't found any really fun ones. I've run servers before and have over 4 years of experience but I just don't have time to set up another server.
I want it to be very hard with lots of little features that makes it truly UNIQUE. I'm looking for a creative person that will bring creative ideas and experience to the table.

My budget is around $50-$70 but can be negotiated and I would like to have it all done within 1-2 months upon starting.
I will provide a server and whatever custom or premium plugins are needed as well as any other costs.
