Server Spawn

I'm creating a Survival multiplayer server and I'm in need for a spawn. I don't have the biggest budget but I am flexible. I need an underwater 1.13 themed (underwater world to be specific) spawn that includes some buildings concentrated for a shop, places for some NPC's, a couple portals, an event board, all underwater (once again). I'd appreciate it if you are a service team/representative for one that you didn't offer your services as I want a solo builder but also just really don't want copy pasta'd replies.
