I really wouldn't, you can get way better machines by just scraping together some parts. It really depends on what you want to host on it but that thing isn't even going to hold a couple 1.14 servers (as you have 2k you can get a beast ryzen build with a lot of ram and cpu power for under the price of the thing you sent)

He's wanting to host windows, and Linux VM's.
Then you would need quite a beefy cpu, but ultimately it depends on the end use-case

It heavily depends on what do you need it for, if you are trying to host game servers, just go casual with desktop lineup of CPU's not Xeon and i think you will have some spare money in the end 100%, but take a note that Xeon CPU's are MADE to run 24/7 and are suitable for running web servers for example, xeon has extra cache and supports ECC RAM that would come handy if you are running busy web server. Xeon pro is hyperthreading at a lower pricepoint and they are made to be under heavy load. But i'm not sure about power consumption and I would guess that Xeon sucks way more power than "i" lineup.

I assume that you don't have much knowledge about this things, and I don't think that going deeper with differences is necessary, go what you pocket is ready for, you don't run applications that are really important probably.
