Hi I know this is probably the most noobish question an advanced server owner would know the answer to, but how can I fix my server TPS from dropping?

I currently own a really popular 1.13 survival server (Launched 18th april)
(Example: Our discord server went from 1 member to 103 members in about 5 days.

I am paying $120 USD per month for the highest tier VPS on their website and still lag?!

I have seen survival servers with hundreds of players on and yet I can not hold more than 20 players without the TPS dropping extremely.

I have done a spigot /timings report
https://timings.spigotmc.org/?url=golififogu

Any comment or suggestion would be extremely helpful as I believe this lag is driving players away.
Thank you for reading & I look forward to hearing from you.

High performance, consistent uptime and fast support. Minecraft hosting that just works.

Do you have any specs on the $120 VPS? As that's a lot, I was paying $140 for a MC-64 OC Dedicated Server from OVH Canada. Personally I can't help much otherwise as I really haven't looked into normal Spigot Timings in over a year, as I always used TacoSpigot & PaperSpigot but according to Yive's Mirror 1.13 for them hasn't been released yet. Just make sure you're running the latest version of Spigot though, just in case it's an issue on their behalf.

Why are you spending that much on a VPS? If you want a VPS then OVH offer ones starting at £2.99/mo https://www.ovh.co.uk/vps/ and have MC-64 overclocked dedicated servers for £99.99/mo. Get them instead, you're getting majorly ripped off here.

I was using the latest version of spigot when I did that timing report, I use buildtools now because Yives builder crashed for a few days.

https://www.fadehost.com/billing/cart.php?gid=9
(It's the VPS platinum one)
Yep recommend switching over to https://www.ovh.com/world/dedicated-servers/game/171mc4.xml ASAP, you're getting ripped off, I use to use 2 of these machines, 1 for each of my Networks, stable with 200+ players each. You will just need a System Admin to setup the basics for you, however that will cost minimal and they will be able to setup PhpMyAdmin, Website to self host, Multicraft, Fail2Ban, Firewall with Ports blocked and maybe even IPTables setup.

Differences:
Disk: 100SSD to 2x 450GB SoftRaid Disks
Ram: 30GB to 64GB DDR4 2400 MHz
CPU: 8 Cores to Intel i7-7700K OC - 4c/8t - 4.7GHz /5GHz
+ 500GB of storage space.

Actually I go back on what I said. Use PhoenixNAP instead at https://phoenixnap.com if you contact Coelho or 9gigsofram at ProxyPipe they can offer you a discount.
With 30 Players online currently, I highly doubt he'd be getting DDoS attacks that OVH couldn't handle. If he did grow rapidly into the hundreds and had a 'Factions' playerbase I would be agreeing with you though. Plus I'd be recommending him which specific machine from PhoenixNap as I don't reckon he would know which one to pick, as they offer a wide range.

Thank you very much for all of your replies.
It seems this host isn't reliable hmm :/
We're not saying the "Host" is the issue, we still can't work that out straight away without doing "Testing" by changing Spigot.yml, Bukkit.yml settings regarding to Hoppers, Entities, Chunk Loading/Saving and Minecraft Saves itself. We just believe you should change hosts, as they're over charging you and you could save so much more money to re-invest in other areas.

I have not generated the chunks. The border is 100k atm
Generate your chunks (using WorldBorder fill command), 100k is crazy for a border. You shouldn't remotely need that much. (also your VPS provider seems very questionable, that's crazy expensive for a VPS)

Try a 50k border (which, still, is extremely large)

You'd think that. But that really isn't reality. The first server I ever opened up which was Factions peaked at like 75-100 users and people were frequently hitting that off.

I believe fadehost is hosted on OVH servers so dos attacks shouldn't be an issue.... (Idk)
I think I will look at switching over to a dedi from OVH..
