Setting up a 1.8.8 minecraft server in ubuntu

I'm looking for help in setting up a 1.8.8 Minecraft server in Ubuntu 22.04 (I'm using a spigot fork called VortexSpigot), because every time I do so (following some online tutorials), I'm getting weird stuttering issues and the gameplay isn't smooth at all, while I know some servers are using the same exact spigot fork and the performance there is fantastic. Did I miss something while setting up the server? I really don't know; that's why I'm looking for an expert in this field to help me out.

I do have 2 dedicated servers, one of which is Game-1 from OVH and the other is AX41-NVMe from Hetzner. I'm getting the issue on both, so I don't think it's an issue within the host or specs as well; it might be the wrong setup.

I will pay for this, of course, and I am willing to give root login details.

Could you elaborate with what you mean by "Stuttering and gameplay isn't smooth?" Do you have any logs or anything we can use to investigate this? Any TPS lag with /tps or is it actually to do with your connection to the server itself? Are you using any DDoS provider such as TCP Shield or connecting directly with the IP? This is more for a server optimisation specialist like RootBeer who I can put you in contact with on Discord who can investigate.

It's just something weird ruining the smoothness of PvP; you feel that you're fighting someone with 200ms while he had a stable <50ms ping. I know it feels odd, but that's literally what I'm feeling. (And for those who have slow network connections, the jitter kills them, though they don't experience the same thing on other servers; their ping remains OK and playable.)

There is nothing indicating that the server is struggling. TPS at 20 all the time, and the CPU usage is great between 5 and 10% most of the time.
I'm not using any DDoS protection; basically, the players are connecting directly to the IP. (There is no attack, so that's not the point.)
This is more for a server optimisation specialist like RootBeer who I can put you in contact with on Discord who can investigate.
It might be so, but I'm not sure because the TPS is stable as well as the CPU, and I've tried to use some guides that are for "Server Optimizations" on SpigotMC but didn't help.
