Setting up Bitcoin Wallet

I'm trying to set up a bitcoin wallet, but everywhere keeps asking for ID and I need to be over 18 for the ones I can find. I am just about to turn 17.

Where is a good website / app which allows 16+ to make a bitcoin wallet?
