Setup and configuration of a Minecraft server with custom features

Hello everyone, I'm looking for someone that can setup a Minecraft server with the following features:

- starting location with hints for the players
- random warp functionality into the world
- add a plugin allowing simple skill progression (for instance bow proficiency where you deal from 1% to 100% of the actual bow damage based on your level), but have different effect against certain mobs (like vs zombies it's a minimum of 25% damage)
- add a plugin allowing additional crafting options for armors/weapons and resources for them
- add a plugin allowing custom blocks/structures like doors or walls that have certain strength/health and be breakable with only specific tools
- add a plugin that allows guilds/fractions and claiming land plots (like Towny)
- add a plugin that allows custom mobs and bosses in the world, that have random spawn location (based on some rules) as well as custom loot
- add a plugin that allows fraction buffs: for instance an item that provides buffs (life regen, additional armor, projectile protection) to only the fractions that has placed it and in a certain radius and be destroyed if moved
- on death allow only items in the inventory to drop - not the armor worn and not the items in the hotkey slots
- respawn delay upon death (like 20 seconds timer)
- daily voting system with random rewards
- protection from cheats and such

setup the claimed plots to be grief-able every weekend (so 6 days they can't be touched by outside players, but over the weekend they can be destroyed and stolen for 24 hours) and allow setting some blocks to be excluded from that rule so that they can't be destroyed or stolen when in a claimed territory.

I'll provide the hosting (but you can recommend one)

This project is probably going to require lots of future work as well and the requested features are not set in stone if too difficult to implement or to provide a stable game experience

The budget is not very high but flexible as this will be my first minecraft server to run and manage
