Hey there, so I tried to get Jayson to help me but you know he wouldn't stop talking about laptops so here I am.

This is my current picked list of parts. My goal is to make the computing speed faster obviously however still being able to play most games at or around 60 FPS. Granted gaming won't be the main use for my PC. Navigating around the site, and picture editing will be more so the main use. Photoshop/lightroom (mainly lightroom) will be what I use the most.

I am trying to keep the price around 400$ if possible. I just am not sure what will be best for my usage of the setup itself. So, if you are able to swap things around and make it cheaper please let me know and link it in the thread. Help is appreciated <3

Any suggestions on what to get rather?
1050 ti new could work or you could just get the Rx580 or a 1060 or even if you find one for $200 a 1070 used
And up it to 16gb or DDR4 3000mhz ram

You could get the Ryzen 2400G, it has integrated graphics that are relatively good for the price if you don't need to play the newest and prettiest games. And you can upgrade to a dedicated GPU later.

Nonetheless, if someone can get me a build put together with the above suggestions and get it to or around 400$ I will love you forever.

I plan to keep my current power supply, case, and fans. So, yes just those.
Literally what you have except 16gb of ram (preferrably gskill aegis 3000mhz) and a gpu, try a 1060 used I figure you can get one from 150-180 usd

I am trying to stick to AMD parts simply because I am used to them. However, I wouldn't want to buy used simply because I am not a big fan of used. What would the AMD equiv be to a 1060?

Don't be afraid to buy used parts, a new 1060 is like $210-260 and you can literally get it at half the price.
580's go for $100 on ebay

Hmm, interesting. Wasn't really aware of that. Would you suggest buying everything VIA ebay vs amazon and newegg? My buddy bought a lot of his setup parts from Ebay and seems to have no issues however I do believe he bought everything except for the fans and ram new.
