So I can dedicate 24gb of Ram to said building server and I can generate each and every builder there own world so they are not limited by servers that shove them in plots. They all get free WorldEdit and PixleSniper.
Should I open worlds for builders to build on for a price?

Yes, but not only do a good precentage of them not know how to host off there own box but this is a professional box that will be maintaining other server gamemodes like Skyblock and Factions. Also builders refuge makes you vote for PixleSniper and WorldEdit and limits how big of things you can build right? Mine wouldn't.
Builder's refuge does no such thing, I have no idea what server you went to but being a mod on Builder's refuge I can guarantee you that anyone on that server gets full access to WE and VS, non-members do have limited plots but becoming a member there is not difficult for anyone of decent skill. Anyone not of decent skill is unlikely to be willing to pay for building space regardless.
Members on BR get multiple infinite flatworlds available, as well as free access to Arcaniax's plugins, GoBrush and GoPaint.
As long as that server exists there really isn't a point in trying to commercialize creative building space.
