Should i post a scam report on this user?

RydanMC Is not recommened for setups, I ordered a server 3 weeks ago and He said it would be done 3 Fridays ago, Its Monday now and its still not done. I have messaged him in skype and he continues to ignore me and when he responds he says stupid stuff like "Ill send you the files soon, currently talking with my parents." He used that excuse 3 times already. Please Consider this a scam report if you want to but just make sure he gets talked to and or banned.
