Sad thing is that this has been suggested and denied multiple times

I have very recently made a new suggestion with the idea of adding ~10 exclusive emoji to Ultimate users, which you can read here: https://www.mc-market.org/threads/485315/#post-4295261

Other than this idea, I doubt we'll ever be adding in any new meme-ish emoji.
