Sign Enchanting

I want a plugin that you put on walls in the spawn with

"your servername"
"the enchantment"

When you right click it with a piece of armor/tool it puts a message in your chat saying

"Would you like to purchase (Enchant) (Enchant Level) for (Price)

The price should be changeable for each enchantment along with the level cap in the config.
