Simple animated banners?

Is there a program to make them or something? Like an existing template that you can set custom text on?

I want to make a version of those stupid Mineplex "My mineplex rank is Legend" or whatever banners that says "My MCM rank is Premium" or that dumb potato one just to poke fun at them because for some reason they piss me off.
