If player has permission X then when they enter chat people without that Perm see the message replaced with something configurable, like "VOID"
Other players with the permission see the original text
possible additions controlled by setting:
- whispers always are unchanged
- whispers also affected
- whispers have X number of characters (positions random) change to the animated glyph text where X is a configurable value (int) or a % of total message
