Simple lightning staff plugin with reagent [BOUGHT]

I really want a plugin that allows people to use a gold hoe as a staff that casts lightning and costs 1 gold ingot. That's it. But I'd like to have the option of changing the reagent just in case I think gold nuggets or gold blocks are more fair. Still not sure. Willing to pay $10 (negotiable) but I think it's a pretty simple plugin to make.
