Simple Paid Configuration?

Hello, so I've been trying to figure out how to set up a role hierarchy system for my network. For those of you who don't understand what I mean by that, here is a scenario.

Moderator A. has TP permissions and TPs to User A. Moderator A needs an Admin's assistance in order to resolve the issue at hand so he TPs Admin A to him to resolve the issue.

My question is, is there an existing way to make it so the Moderator can have TP permissions and tp to users while not having permissions to tp to those above them? (such as Admin) or would I need a custom coded plugin for that? If this is configurable then I am willing to pay someone to configure it. (if it's something I can't do myself.) I'm pretty tired so I will probably be getting off soon, but if you respond to this topic then I will try to get back to you ASAP.

Fairly certain this would require a custom plugin is common permission plugins such as pex and essentials only offer the permission avaliable to use /tp, then again I'm not that experienced with permissions.

You can install a commandblocker plugin and block the command /tp {admin_name}, and most of these plugins lets you add a permision to bypass the block.

Example:
Mod config
- essentials.tp
he wont be able to do /tp {admin_name}
Admin config
- essentials.tp
- commandblock.tpadmin

Something like that should work, if your admins have op probably they wont need the commandblock permisssion

Just use Essentials and have the admins use /tptoggle so nobody can teleport to them unless they have /tpo


Also for permissions Ill gladly set them up for you if you send me your budget
