Simple points, tp and home system

Hi, I'm looking for a simple point system where non-afk players are receiving 5 points per 10 minutes of playtime. A home teleportation would cost you 5 points, everyone should be able to home towards other players their home by using /home (playername). Same for tp, this would cost someone 5 points without the other playing having to accept it, unless they have it set on private / have the other user blocked.

Would home and TP commands be setup by this plugin? Or will they be from a different plugin, and the sole purpose of this plugin is to manage points?

Whatever is the easiest really, I currently have a skript setup for giving out the points and dealing with the tpa system (without the withdrawing of points since I don't know how to implement that.) For homes I'm using huskhomes.
