Simple Rankup Plugin

Hey guys,
I'm typing this from my phone so sorry if there is any spelling mistakes or it's a little confusing as I'm in a rush.
I need a developer to code me a plugin that will allow players to Rankup if they have a certain permission and a certain amount of money. Im keeping this short and sweet as there is no need to over explain everything.

Basically my server works like this:
When you log on you are spawned at a place were you can choose to be one of four races/types of player
Let's call these Race1,Race2,Race3,Race4

So if a player selects race 1 which is done by clicking a sign (I need this to be part of the plugin) they will be moved into the group race1, from there they will be able to go to the race1 area and rank up to race1(tier 2) which is a separate rank only if they have for example Rankup.race1.1 permission and X amount of money. I want this mainly to be sign based however if anyone can easily make it command based ALSO once a race has been chosen that would be nice.

One thing, I need this done by This Friday (15th). I am willing to pay, but I'm not paying outrageous amounts. I hope I can work something out with someone! let me know if you need anymore details!

Warning: DO NOT HIRE trigger. My friend hired him and bought a crate plugin for $30.00 and trigger refused to fix it as it was completely broken. Terrible at answering messages. DO NOT HIRE.
