Simple XP Hill Plugin

Explanation:​

I'm in desperate need of a simple plugin that is a small area (like a KoTH) in which players gain XP from capping it.

When a player caps the Hill, it should admit a message "(Player) Is Dominating The XP Hill! Stop Him!" (With A Prefix)

Rate: ​

8 XP Every 5 Seconds
Maximum 4 Players Capping At A Time.

Budget:
Due to a decent developer giving me this number,
the plugin is worth around 1-5 (USD)
So my budget will be as such.

Suggestions:​

Either To Be Compatible With W.E (World Edit) Or To Have Its Own Wand In Which To Be Able To Select The Cap Zone.

Commands:
