What I see a lot of people doing now is giving rewards to those who are able to bring lots of people into the discord, thus increasing the server's player base as more people are aware of the server. You could give that a try. There are lots of Discord bots like InviteManager that can help you keep track of who's invited who.

A lot of servers these days are really similar and I believe that having a developer is one of the best assets you can have in terms of increasing your server popularity. Having custom plugins that no other server has sets you apart and will grow your server without question.
