Skills Plugin For An Rpg Factions Server!

Hi, My Name Is MrReapz01 And Im The Owner Of SempiternalMC!
We Are An Rpg Factions Server!
We Are Almost Done Putting All Of Our Builds And Plugins Together But There Is One Thing Im missing That I Need Done!
(I Have Spent Alot Of Money Already So My Budget For Now Is $35)

The Last Plugin We Need Is A Skills Plugin!
The Way Our Server Is Setup Is That We Use Groupmanager To Make The Classes And We Want Skills That Can Be Given Through A Permission Node.

Im Not To Sure What You Can Do To Initiate Skills So I Went Looking Around And Found This Plugin Called LegendQuest! https://www.spigotmc.org/resources/legendquest-rpg.2120/

I Like How They Have An Option For Permissions Skills But They Only Run Of The Classes You Make With That Plugin! So What I Want To Do Is Take The Skills Out Of That Plugin (Not All Of Them) And Make It Into A Plugin That I Can Use A Permission Node To Give To A Certain Group To Use That Skill.
