Skin Design and Hand-drawn Profile Picture

I am in the graphics section today, looking for a Skin Design and Hand-drawn profile picture.

The skin design, will be based on my IRL self, and will mostly be a brown hair, brown eyes character with a grey striped hoodie, with emphasis on the strings of the hoodie, and light, light shading preferred. The Hand-drawn profile picture would be preferred as based, also, on a block-y, cartoon-y version, again, of an IRL image of myself. I can provide a reference skin of what I'd like.

I do not wish to spend more then $10 on the lot of this, but would still like this to be HQ.
