Skyblock Server Advice

I am currently making a skyblock server and have a few questions:

1. Should I run my skyblock server on 1.8.8 and use viaversion plugin to allow everyone to play on all versions or run the server on the latest minecraft version (currently 1.16.4)
2. I am trying to find a way for players to obtain minerals like obsidian, diamond, gold, iron, etc. I was thinking about downloading a mining plugin (kind of like with prison servers), but wasn't sure what a good plugin would be. I also don't know if there are better plugins for this. Does anyone have good recommendations?​

I appreciate any help you all could give me, and am happy to give clarification if needed.

Your server is best ran 1.8-1.12.2
As far as island ore generation you can also find an abundance of plug-ins that do that automatically.

The reason why I was asking about running 1.16 is because of a new skyblock, BSkyblock, which only runs 1.15 and later. However, if you think it is best to run 1.8 servers then I could go with Askyblock

I haven't found any problems with ASkyblock, but I have heard a lot about servers using SuperiorSkyblock. You could give that a try.
