Skyblock Type Plugin

I have been making a new server called spaceblock and it will be somewhat similar to skyblock (but very different) but I just need a plugin done for it which is the part that will be most similar to skyblock.

First off, unless your rep is above 100, I will not pay first

I do not like to say what prices I will pay because I have no idea the difficulty of how to make some plugins so PM me, comment, or message me on skype (mabsgb) if you can do this and let me know the price it would be.

Also Skype would by far be the fastest way to contact me because I can check it via my phone

What it needs to do:
I have a ship that was built that I want all players to have an exact replica of. I can make a schematic for it, but basically, I want a command, /ship which will create a ship for the player in world ______ (I want all ships in the same world too)

I also want this ship to create a region around it (Not sure the dimensions right now) which only the player that the ship belongs to can build in it unless someone else is added by the player.

Commands:
/ship create {player} - creates there ship and automatically tps them to it if no player identified - if a player is identified it creates a ship somewhat close to their ship
/ship h(ome) {player} - teleports them to their ship - if friended on the player name specified it teleports them to that home
/ship delete - deletes there ship completely removing home and all data - send a warning message before this like (Are you sure you want to do this? Type /ship delete confirm to confirm)
/ship f(riend) <player> - adds the given player to a friend list allowing him to build/access the ship
/ship delf(riend) <player> - removes the given person from the friend list
