You can't, I've contacted Skype and they said you can only register a phone number, or microsoft account. This change was implemented when Microsoft bought Skype.

It was a bug if you did it on the Skype Android or iOS app.

Well, I've contacted Skype support earlier last week, and thats the reply they had given me. So I have no further information on how you can create a new one.
