I'd recommend trying to maintain a player base of around 15-30 players first due to slots not having a big impact on smaller servers and it takes time to maintain a player base on a factions server because people mainly want to get started and look for raids, but with a smaller server you can't find that so I'd recommend hiring smaller you tubers first to maintain a player base of around 15-30 players then going for the slot option.And do you probaly know how big playerbase I will gets etc? mc.brutalcentral.com check out it and judge from there if you want

.org works well, I've seen a few servers gain a large player base from there but it all depends on the quality of your server and keeping the players occupied, slots 4-5 don't seem to be doing so well at the minute if I was going for .org I'd be aiming for slot 1 or 2 but you need a high budget!
What about Minecraft-mp.com
Just a heads up, .org isn't that bad if you buy in bulk. You'll get at least 3/4 of your money back in donations and the rest in a boost in playerbase.
