The rule I'm talking about is this one:
"10.3 You may not hint, tip or request reputation."
At a glance this rule makes sense, and stops people asking everyone for rep, to potentially get huge amounts of rep. However if for example I was to do a deal with a user, most don't use or know about the new rep system and I find myself still getting a number of vouches, yet little rep.
Since I'm not allowed to even as much as "hint", I cant even remind someone that the reputation system exists, since that could be interpreted as hinting for them to rep me.
A proposed change would be to allow users to say something unbias like "Would you mind leaving a review of my services here: (link to my rep page)." That way I haven't suggested they say anything positive or negative, just to leave a review.
The current system is somewhat bias, just like reviews of companies. People don't often say how good there experience is, because they don't feel compelled to do so. Yet if something bad happens they are angry, and are the first ones to start posting something negative.
With the old system of vouches, it was perfectly acceptable to say someone to leave a vouch after purchasing, and most people did it.
