Small custom enchants plugin

I just want a small enchants plugin.

the only enchants I want is:

Harvest = Applies to hoe, when you break crops, they instantly gets put into ur inv, should work on sugarcane.

Strength 1-2 = Applies to sword, gives strength 1 and 2, Has 2 levels

The first option is easy to do but the second what you need do, when player have a sword give he a strength 1 or 2?
