Small Factions Addon plugin NEED DONE FAST!

Looking for a plugin that adds on to factions
Commands:
/fjumpboost > lets faction members have jump boost 1 effect in their claims but if they are a 30 block raidius away from another player in their faction the effect will be gone
/fspeed > lets faction members have speed 1 effect in their claims but if they are a 30 block raidius away from another player in their faction the effect will be gone
/fhaste > lets faction members have haste 1 effect in their claims but if they are a 30 block raidius away from another player in their faction the effect will be gone
/ffly > lets faction members have fly in their claims but if they are a 30 block raidius away from another player in their faction the effect will be gone

Permissions:
craftedeffects.(command)
so
craftedeffects.fjumpboost
craftedeffects.fspeed
craftedeffects.fhaste
craftedeffects.ffly

Budget:
$10 not a complex plugin

Well you are pretty much hiring a private dev here on McMarket, I would price your plugin for $10-15, I could do this on Saturday or Sunday.
