(Small) Plugin Dev - Chat Event Detection

I am in need of the following:

- 1 Plugin Developer to write an extremely simple plugin but "structured" with a "FRONT END" plugin and a "BACK END" plugin.

The extremely simple comes in the form of the following events:
1. I run /test on my server
2. The message "Hi <username> Latency: <latency>" appears in the chat box to me

<username> is hopefully self explanatory placeholder

<latency> is defined as the time it took for the command to be successfully ran

I have a somewhat more detailed document, that would mainly pertain to the developer of this small project. Access to that can be given upon contact.

BUDGET: Quote me, seriously, quote me. I don't know how much this'll cost.
