Small Plugin for a Vouch Copy

Hey!

I need a plugin developer willing to make a super easy & small plugin for a vouch,
The plugin is an auto announcer,
Every x amount of time, the plugin would send a message in chat, as well as a sound

Here's an example

Store:
  Time: 5 # In Minutes
  Sound: LEVEL_UP
  Permission: True # True or False
    Permission_Needed: Store.available # Leave blank if set to false
  Message:
    - "&fYou can buy"
    - "&fOp Items on our store!"
    - ""
    - "&bStore.hypixel.net"

The plugin would then send that message to the people with "Store.available" permission every 5 minutes aswell as play the EXP sound effect
