I made a plugin for Creative servers, which uses PermissionsEx to grade people for their buildings.
It works as following:
You create a group in PermissionsEx, and add the group as a grade to the SmartGrading configuration. Configure the group and permission for it, and you are set. Now you just give Staff members the permission for the specific grade, and they can grade people to it!
As a server owner, you do not want to give new staff members full PermissionsEx permissions, cause that would be like giving them op, which they could use to grief your server.
