If you've already read that and still don't understand than, the difference is 3 things:

1) Hardware - Budget uses enterprise grade hard drives as to where premium runs with enterprise grade solid state drives.
2) Network - Budget has only a 100Mbps port (yes, however this may not be a big drop to the minecraft hosting it also spans differently across our peers compared to premium hosting. Premium hosting is running on a 1Gbit feed.
