I think he forgot about the first bid (yours) as so many other bid higher than backed out.

If the dead line was first before todays date, then Louwtjie won the build as you said on 25th Jan that you extended the deadline because of people backing out however Louwtjie didnt.

Why is the BIN so cheap? It appears to be exclusive. I've paid $400 for builds not much better than this before.

That much? No offense, but by modern standards that would be a ripoff, even from teams like Team Visionary. For that amount you'd get significantly more quality. This is most definitely worth more than $10 (I'd say $50 would be better for a bin on a premade), but $400 is stretching it even for custom-made.
