If an account owned by a scammer is brought to the market again make sure it has been 30 days after it was sold by the scammer, that way the dispute email is invalid.

Accounts that are brought back are usually 'secured' which entails disputes being invalidated.

Scam accounts are an issue that has been considered by the staff team internally for a few weeks now. We're still unsure exactly of how we want to implement a proper policy for handling them, but whatever we do decide probably won't be as lenient as the policy you've proposed.
