Some Chunks/Biomes do not let snow fall

Hello friends,

I have a big problem, i have a SkyWars plugin, and i add Weather Votes, when i vote for sun, this work correctly, when i vote for Storm this work correctly in some biomes/chunks and same when i vote for Snow, in some biomes dont snow fall and no rain.
