I think, that I know the problem. The hacker sent too many packets to your server. I can fix this for Spigot- and BungeeCord servers. How much would you pay for this?
You can try my AntiCrasher on my test Server (LightningPvP.de).

You can add me on skype: http://skype.lightningpvp.de

i swear protocollib limits the amount of packets sent to a server, try installing protocollib

From a solid guess, your server version is 1.8. Both viaversion and ncp limit the spam of packets sent and fix the issue. There are also a few plugins on spigot that do the same for free. Don't pay anyone for a patch.

MarkElf why should he use NCP or ViaVersion if he has a BungeeCord network? The system should kick or ban the packet Sender from the network. Therefore, I wrote this message. :p
Idk... Maybe he has a big BungeeCord network and it is not very professional if a player get kicked to the Lobby Server... xD
If you want, you can try my AntiCrasher. My packet check is definitely better than the check of NCP or ViaVersion. Additionally I block all kinds of Bad Packets. ViaVersion and NCP does not block the packet flood of Liquidbounce and Jigsaw Client...
