PebbleHost

200-250 per month
If you’re looking for a really high player count you’ll need a pretty good cpu and ram amount to handle them.

On average, most servers will be able to host roughly 20 players for every 1GB of RAM. However, the actual amount of players your server can run will depend on the number of plugins you're using, the size and amount of worlds as well as any other modifications you have made.

I think you should look into Birdflop.com or pebblehost IMO

Do your research as to what is cheapest and most efficient for your requirements, it cost a little more time, and a little less $$$

Plenty of people hosting in mc-market. Possibly could make a post in hosting catagory asking for a good plan for 500+ players. Don’t get scammed

Hetzner.

Your Minecraft server doesn't only run on RAM, it also uses your CPU a lot. Depending on your gamemode, you will need a lot of CPU-power. Anyone who suggests you to use a Virtual Private Server (VPS) or some "Minecraft hosting company" is at that point wrong, as you will only get a "virtual" processor (a very small part of the actual processor power, as your "virtual" machine is running inside another server).

You'll be looking for a dedicated server and personally, I'd go with Hetzner. I've bought their AX41-NVMe package recently, about 50 bucks for a Ryzen 5 3600, 64GB of RAM and 2x 512GB SDD NVMe.

For the budget you have you can easily get a server equipped with 2 x Intel® Xeon® SP Silver 10-Core, 64 GB DDR4 ECC and about 10 drives to put all the data of your server on. With that, you can not only run a server with about 500 concurrent players, you can run multiple servers with 500 concurrent players.

You'll have to find someone to set it all up for you properly (in case you can't by yourself), as you also want to make sure you have some optimizations up and running here and there. Shoot me a message if you'd like me to help you with that.
