Someone to help me FIX Glich

The problem is people fall through blocks on teleportation. Doesn't happens to everyone but like to 30-40% of the people. When they /spawn for example they fall inside 2blocks and glitch and die. Sometimes they get stuck in the middle of the block. Also I realised that from what the players have told me it happens when there is 25+ players? Not sure and its really hard to test.
TPS is always 20. Ping is also always good.
The version is 1.8.8 and I tried different .jars like beerspigot, tacospigot paperspigot and there isn't any difference the issue still happens. I use also viaversion to support 1.8.8 - 1.15.2 if that matters. Also I got 1 custom plugin that makes ppl spawn 1-2blocks higher on every teleport but doesn't helps, the issue still happens..
This is really big problem and everyday 4-5ppl quit cuz of this

Paying for this if anyone can help me fix this annoying issue.
