Web Design =/= Web Development
Website Design is a Mockup of a Website, like a picture where you give it to the Website Developer to make it into a website, which one do you mean as it would make more sense to be posting this under Graphics if you're trying to learn how to draw.

Web Design is not the mockup. Web Designers are the people who create the front end of a website while Web Developers make the back end in general.
Mockups are created by GFX Designers.

It's not an official word in a dictionary and we're all using the title depending on whatever definition we prefer. Telling someone wrong and shut them down with your own opinion is straight out rude.

The term 'developer' means to 'develop', or create/bring something to existence. So, by definition, someone who creates a website using html and css is technically a developer. However the common ground between most people is that `Web Designer` refers to someone who designs the frontend of a website. The HTML, CSS, and sometimes JS. The design and interface that the user actually sees and interacts with. Web Developer commonly refers to someone who does backend development, because the term developer usually refers to someone in the context of programming something, at least in the case of websites. Everyone has their own view on it but saying Website Design has nothing to do with making the site and is just making mockups isn't really what most people see it as, especially if you look at large companies that separate their process into having concept designers, frontend designers, and backend developers. Everyone has their own opinion on this though but generally searches for "Website Designers" yield results for frontend website designers and not concept designers.
So I actually contribute something useful here, Crust there are a lot of online websites that have various design/development courses such as teamtreehouse, pluralsight, codecademy, and a ton of others you can find with a quick search. They range in price and quality however there are a lot of reviews for most sites so it shouldn't be too hard to find one you think might work well for you. Another great way to learn is to look for open source website projects, download them and open them locally, then pick apart the source files and see how everything works.

Sometimes a web designer does frontend, sometimes they just design the site and send a PNG. It depends on who it is
