Plenty of people with 0 forethought have made threads on this. Think about it for a bit and realize why it's an awful idea. Especially over a measly $20.

Not really new, its a very basic idea that loads of people have in the past. I can't see PayPal just allowing people to do and get away with this. They likely have measures inplace to find out when people are doing this. You could use VPN's (and hope the VPN doesn't log activity for when PayPal contacts them). But one slip up and you've had it. Might be able to get away with it once or twice but once you're using this easy way to make money, its knowning when to stop. More you do it, the more likely they are to catch you. Not really worth it for the amount you will gain. You dont want a criminal record that will stay with you and pervert you getting a job in future. Could gain a few $100 now, but lose $1000's in years to come.
