Sony vegas rendering making videos super pixelated

Howdy, anyone ever had this issue where on youtube it looks like this:

but in sony vegas, or on windows it looks like this(before render):

This is my render settings/project settings:

system project settings is on best.
if anyone knows how to fix this, please let me know
