How many Prison Mines are you looking for? Since it can range from 10 to 50+, it's best to know what people are getting into.
Also, how much (on average, are you willing to pay)?
Outside of the questions, you state that you are looking for a "Sole Builder," and that the "Build must be HQ or I will refuse to pay for it." I am not sure, after reading that part, many decent builders wouldn't go out of their way to do this service, as what you may consider "Higher-Quality," is subjective.
Either way, I'm sure there will be someone who will do this for you, but before that builder starts, you have to establish what you mean by "High-Quality." Either way, most builders nowadays require a nonrefundable down-payment, so your "refusing to pay," (if it actually comes to that) wouldn't be to your benefit.
